Based on the error, it looks like NetSuite requires all tax registration fields to be completed before you can continue, even if marking the subsidiary as tax exempt. Here’s what you’ll want to do:

1. Navigate to Setup > Company > Subsidiaries .
2. Select your subsidiary .
3. Under the Tax Registrations tab, fill out the following fields:

• Country
• Nexus
• Tax Agency
• Tax Registration Number
• Tax Engine
• Effective From Date

4. If the subsidiary is tax exempt , check the tax exempt option and still fill in the fields above as required.
5. After completing all of these fields, save the subsidiary record.
